Its the Jumeirah Beach Hotel. Owned by Jumeirah International that also owns the Burj Al Arab, the Emirates Towers, and a bunch of other Hotels in Dubai.

But seriously, it will take quite some time until Dubai is a more astonishing place than New York, Hong Kong or any of the other major cities in the world.
Dubai is overrated.
