2 sales is "He is making sales right and left" ??? I wouldn't be worried about fraud from 2 sales unless they appear to have originated from identical destinations or have duplicate info. Even then it could just be a surfer who stuffed up and managed to sign up twice.
Do you really mean your ratios are 0:1000 or
1:1000? 0:1000 means 1000 uniques, zero sales.
