Unless the palestinian authority is rebuile on non-fanatic/terrorist/Arafat basis - the palestinians will not only NOT-see that money or benefit from it - they will SUFFER from that money - because if Arafat will get it he will use it for terror and arms - and that will leade to more Jenins.
