ENTRAPMENT - A person is 'entrapped' when he is induced or persuaded by law enforcement officers or their agents to commit a crime that he had no previous intent to commit; and the law as a matter of policy forbids conviction in such a case.

The people that were asked to upload the material, were already members of the site. They already had the material. They have probably already contributed to the uploading of CP material in the past on that website (i haven't read the entire article, but i think that's a reasonable assumption). Therefore, it is not entrapment.

And even if they hadn't previously uploaded any material, they could still be charged for actually possessing CP, instead of distributing it.
