The situation with michigan accepting Canadian refuse was little more than a scapegoating ploy by Kerry in his election bid. Upon doing a little research, I found out:

- Far more trash goes to michigan from other states than from Canada

- Our trash is far cleaner than the trash from those other states, with hazardous materials and many recyclables filtered out of the fill

- Canada in return accepts highly hazardous biochemical and nuclear waste to be buried in deepass holes drilled into the shield.

Kerry was trying to make hay while the sun shone, using us as the target of a touchy subject for michiganders while being careful not to piss off the other neighboring states which contribute far more to the problem. Politics and campaigning at its finest.
