well I can tell you one thing, recycling in California is a mess and it's because of the recycling board ( STATE ) fucked it up.
You should see the paper work the companies do, a total mess.
I know this because I put some software in for some big recycler's.
You had a lot of state's, when they were starting there programs they came 2 CA. checked out the program here.. Got a lession in how ** NOT ** 2 do it.
