Do you know anything about the US political system? One of the roles of President is Chief Legislator. While it is only congress who has the power to make laws, the President is able to influence lawmaking. Presidents may urge Congress to pass new laws or veto bills that they do not favor.
Now, correct me if I'm wrong, but don't the police - usually - adhere to the upkeep of law?
