You need to tell them what they will see if they click the links. What's on the tour, inside the members area and why they should join. Your job is to sell the site to the surfer. Just getting him there is not going to be enough. Lay it out for him in plain english and as simple as possible. Tours can be a bit scary and overwhelming to some people. By giving him the basic information and why he should join he will have that imprinted in his mind and all the confusion in the tours will seem clear as day once you've done your job.
