If you do your cardio first, you are using up the available glycogen that is built up in your muscles and therefore your weight lifting session will suffer afterwords in my opinion. I would personally recommend doing cardio AFTER your weight training because doing cardio after weight training puts your body in a state where you are able to burn more fat than normal because the glycogen in your blood is depleted. And from what I was told when I had this question a while ago, is if you stay within your target heart rate you wont burn any more muscle than doing cardio 10 hours before or after.

This is exactly what I was gonna type. Thanks for saving me the keystrokes.
I usually do 15 laps in the pool after a workout. I find that to be the best cardio for me.
