Yeah, the country where the attackers came from might help and hand over the rest of those who are responsible, but thats all after the fact that a nuclear bomb was exploded in the US.
The real question here is: Can the US prevent another major attack against itself?
Warren Buffet is just being realistic. He knows that there is a good chance that there will be another major attack.
