I live in California.
In this state the School Authorities would have been required under law to inform law enforcement.
In this state the parents would not have had an option of pressing charges or not pressing charges. They are not in the loop.
The prosecuter would be the one to make the decision based upon whether or not he/she believed there was enough evidence to convict.
