Actually, it is the countries which were against the Iraqi invasion (France+Germany) that started the process to hinder Iran's development of nuclear technology.
Even, the IAEA states that Iran is up to no good.
As to using the UN to pressure Iran, it won't work since it would take years and Iran will have nuclear weapon within 2/3 years maximum.
