Ok. Let me inform you of something here.

It is IMPOSSIBLE to tie up their lines. This one prank didn't hurt anyone nor did it cost anyone anything. These places are overstaffed to make sure the lines are never tied up. The relay operator was probably busy knitting a sweater or doing crosswords when the callw as placed. The only one hurt in the prank was a sweater.

News Flash ... the deaf association pays for those calls unlinke the ip-relay thats owned by a phone company.

Yes the phone company can absorb the costs a lot easier than a foundation thats non-profit and relys on donations to stay running.
