It's not the actual file you want to download but a tracker for the file you want to download. People who have downloaded the same torrent (and are still sharing it) are hooked together where various sections of the file are downloaded until you have all of it, while you are uploading various sections of the file to others. This can be paused and resumed later if needed as long as there are still people sharing the torrent available.
