I recently made a DVD out of a 20 year old VHS tape of my old family home movies.

I captured the video to AVI. Encoded it to MPEG2 using TMPGEnc and then used a great program called DVD Lab Pro to create the DVD vobs complete with interactive menu's.

Possibly more than you want to do and I'm sure the other suggestions in this thread work great but I was so impressed with DVD Lab Pro that I just had to post.
