It was like that when they used their old cookie system. Not sure when it changed, but 2004 some time.

I have asked 4 or 5 times (directly to CCBill), and have always been told that the first cookie has priority. If this is something that has changed, I have a lot of explaining to do to several affiliates who have asked me the same question. I got my account in mid-'04, and since then I have never gotten any message from CCBill stating that this has changed.
