No its not actually, yes it can often meen the couples are in public, but it isnt a public sex niche or craze, "dogging" is all about watching couples at places where people go to make out. Often the couples know, often they dont. It isnt exactly voyeurism but its in the same field its like a cross between voyeurism and exhibitionism with a little bit of swinging thrown in
