Personally I think the board should have a yearly fee. Say $50. When you signup it costs $15 and after 3 months you need to pony the remaining $35.

Yeah that would be a real smart move.
Then 80% of the board along with 80% of the advertising dollars would go to the competition.
Trolls=Page Views=Ad $$$
You can't let it be a free for all or else the serious webmasters will go somewhere else.....but for the most part the trolls are good for business.
