I have tried to recreate this scenario and cannot find the error you are seeing.
I have spoke to ePassporte tech support who tells me there are no limits or velocity checks on how many times you log in/out of the site as long as you are using the correct login user/pass.
If you will send me your ePassporte username I will ask tech to look at your log-in history and see if they can find anything unusual. Write to Rand @ ePassporte(dot)com.
