Each country has a population of a Billion + and we have lots of Countries.
A billion for each country is more or less 64 Billion, half of it desn't dig The Internet, half of it is your target.

The target is 32 Billion and divide it by percentage.

So a Billion users that doesn't have Internet Access Everyday is... not bad at all. Even if it goes down to 20 Billion, 1 Billion wouldn't hurt.
