I can add something authoritative here. I was a switch engineer for two cell phone companies. Every, and I mean every, DNS (Dialed Number Service) record is complete and stored in a database. This is required by Federal Law.
One of my jobs at a prepaid carrier was to write an awk script that pulled records for Law Enforcement when they needed them to track fugitives. Idiots thought that because it was a prepaid phone with phone cards, they couldn't be tracked. Remember when Tanya Harding had that other skater attacked? Well guess who pulled the records for Johnny Law on that one. That's right.
So, fris is right. The assembled packet which is passed along to the destination number is by no means the entire packet of information stored by the telephone switch.
