I can tell you after years of working out that the best workout program is the one that you can stick with, no matter what it is!

No matter how good the program, if you hate doing it, you are going to cut the workouts short and give up on it before you see results. So come up with a plan that you know you can stick with and complete for one month. Then up it a little each month after.

As far as the best time of the day to work out; for someone just starting, I would say first thing in the morning. The only reason is because if you wait till the end of the day it's amazing how many excuses you will find to skip the workout. Once you see results it wont matter cause there will be no way you will skip a workout and lose what you have gained through your hard work.
