it's correct that it's a fine, which they definitely can implement every day - and while i don't know what the mechanism is that they would use to close a business down, i would have to believe that the LA clubs and restaurants that cater to the very-upscale market would gladly pay the daily fine in order to allow their clients to smoke --- if that were really an option.

and if you serve food, i believe you're covered...whether you call it a smokeroom or anything else.
