you always have to do MORE to force your muscles to grow, if you do the exact same amount every day then yeah your muscles wont grow obviously that should be clear
but when you do more your muscles need more power and thus will grow wich seems logical to me
but of course I do combine that workout with free weights so my results are not just push ups and sit ups
lately the push ups and sit ups are my warming up and not my acutal work out
but if you start you should just do push ups and sit ups and later when you are used to doing 500 push ups and 650 sit ups a day you can add weights to your work out
believe me it works , and its all in one Cardio Muscle building and fat burning

nope i'm not wrong. you've noticed steady results on account of your freeweight training, not because of your pushups/situps... you build muscular endurance by adding more reps with no change in weight... your muscles won't grow though... you might notice them more from losing fat, but they won't grow.
take a look at marathon runners... their legs aren't huge, they're very cut from all of the hard work, but their legs aren't physically big.
