Yes...but a citizens arrest is normally done when a Police Officer is present...and is done because you witnessed a crime and the Police Officer was not a witness to the crime...thus you state to the perp that you are making a citizen arrest and the Officer then takes the perp to jail.

Ah, alright.
I am not planning on making a citizens arrest or anything like that, but I remember it from Police Academy and just saw it on Reno 911, so I wasn't sure if it was something someone could really do or just a comedy movie situation.
