Try calling CCBill's sales department. I know atleast one of their reps, Sean Eggert, has dealt with this before. He should be able to tell you what documents you will need.

If I recall correctly, all you need are articles of incorporation for a US company, a federal tax id, and the passport of the principal (and possibly the officers) of the company. Unless they've changed their policy the principal does not have to be a US citizen/resident.

I wouldn't expect them to know about "companies that incorporate for you".
