You could try talking to CCBill.

You shouldn't have a problem. We're primarily a Canadian venture but our US subsidiary has a CCBill IPSP account.

Depending on how you structure your organization, you might end up being liable for US Federal Corporate Income Tax, Delaware Corporate Income Tax (on revenue from sales to people in Delware), and GST/PST your Canadian sales.
