I didn't see him say anything about a house, sounds like he is looking to buy a condo. Those areas you listed are good options, he could probably get a better deal if he was willing to move 15 min more inland to La Mesa, San Carlos, Scripps Ranch or Tierrasanta. Mission Valley is a great place to rent, with shopping, easy freeway access and only ten min from downtown and the ocean. You can rent a decent 2br apt in Mission Valley right now for $1400+/mo
