It is federal law. All trailers must have a rear bumper that extends to within 16 inches of the ground.
They also have to pass a safety test I forget the speed.
As an ex truck driver this trailer bar was part of my daily inspection per federal law.
However all cars have bumpers ... do they work ? only in low speed accidents. So to rush and start pointing the fingers at the trailer companies is wrong.
The dumbass should have seen the truck stopping. Clearly the driver could not have been paying attention. It's sad the driver and others had to die for his inattentiveness.
