It wasn't the U.S. companies that complained; they were making money off all the Canadians who paid them every month. It was the Canadian providers who complained that they were losing customers to the 'grey market' dishes. This just means that if you don't know how to program your own card then you better be prepared to hand over a lot more $$$$$$ for it to be done then you would have a week ago.
The government isn't going after people with dishes; their going to go after the people who provide the 'hacked cards' and the equipment to do it.
