not sure about that
making a gallery ( or buying templates if you dont have the designer skills ) is easy and cheap, geting content is easy, submitting is easy etc, if your gallery is good, buying spots is easy
but with SEO, well, most people dont have any clue where to start and they dont get any SE traffic on their own
