This is the problem with 24/7 ICQ support people always expect the same tech to be on call 24/7 ... Thus the reason I had my break down ... phone ringing constantly ended up by the time the real day started I was still half asleep from the tech support the night before.
Humans need things like sleep, rest, and proper excersize and food. I applaud the people that claim ICQ support 13 hours a day.
The webmasters on these boards see 24/7 support and always assume it's by the same tech. This is not possible and when it's tried the tech gets burned out beyond belief. Thus anger flairs up and lots of bridges are burned. (this is all said from expieirence)
There is nobody that can do 24/7 tech support unless they have the staff to do it. 1 tech doesn't cut it.
Now saying that there are a few places that I know personally has that kind of support:

These are the companies that in my mind and expierience have gone beyond the initial growth period and truly has 24/7 support.
Hope this reply sheds a bit of light on the whole "give me your techs ICQ because I demand 24/7 support" idea.
