This is targeted at UNKNOWN but experienced webmasters. Guys who send some sales everyweek. Guys/Gals who are keen to the industry but lack either resources or contacts to go big.
Guys like everyone of us here was at one time. I had those qualifications there on the site to only deter sig whores and drama queens from applying for the contest. I posted last night that all applications would of course be reviewed.

First off I dunno what all the Drama is about with this deal. Looks like Juicy wants out for some reason and he's a smart guy so I would think it's a somewhat valid reason. Assuming this whole thing isn't just a bunch of fake drama to bring publicity to the whole deal. Who the hell knows this is GFY so anything is possible, but the 3 of you know for sure..
The qualifications IMO were pretty ridiculous as they were catered to guys that already have a good foot in this industry. I mean hell I still conceder my self a noob but a little less noobish. I personally meet the 50k site requirement and well over 4k a month in SE in fact I pull more than that per day. However I don't send any one sponsor anywhere close to $2k a month in sales. So that automatically knocks me out of the running.
Your best bet would be to pull some part time guys like myself that think they have a clue, but as you put it lack funding, contacts or that are waiting for the right opportunity to go full time. Personally I think you would be better off dropping the requirements and make picks by way of a simple interview, you would probably get better results.
I would hope that if this thing happens, that it isn't going to be about guys submitting galleries and the one with the most sales wins. I think it would be more interesting to give the contestants some freedom to work and maybe a bit of funding to see what kind of concepts they could produce.
But who knows what is going to happen with all this drama, as it's not looking good at the moment.
