If you're using PS7.0 or newer, there's a Rounded Rectangle vector shape tool. If below 7.0, do this:

Fill a rectangular selection with black leaving plenty of room on all 4 sides. Invert the selection and fill with white. Gaussion blur the entire layer (after deselecting all) in intervals (ie. 8px, 4px, 2px, 1px; or 9px, 6px, 3px, 1px). Go to Image > Adjust > Levels. Drag the white and black triangles towards eachother until they align with the gray triangle. You should have a rounded rectangle effect.

For the "swooping lines" on OAInternet.com, zoom out (50% of actual size) and use the rounded selection marquee, fill with the desired color, move the selection using the keypad and delete the remaining excess.

You can also use the Pen tool. 3rd from the bottom in the left column on the tools palette. Click at a starting point, then again at an ending point and before releasing the mouse button move the cursor to adjust the arc. Then click two more anchor points at either bottom corner of the document, and finally close the path by clicking the original point. Again delete extra space to achieve the desired size.
