Sadly, it's the same reason people smoke, drink, don't wear a seat belt, drive drunk, play with guns, does drugs and every other guilty pleasure or bad choice on earth.
It's the the smart thing to do I will agree, but even with the risj at hand, people are going to go bareback just as much as smokers are going to smoke knowing the chances are high that they will get cancer from it. It's all the same.
