You have made some good points, several of which I agree with, and allowing Israel full reign in the area, would be a solution of sorts, but it would not totally stop the killing.
If you may recall the Germans occupied around a dozen countries during the Second World war. They had totally defeated the governments and their armies, but not the will of the people. The underground attacks against German soldiers, continued throughout the war, even though retalition by the Germans against civilians, was sometimes random, and usually quite brutal.
