In the early 90s, NetSol's policy was to arbitrarily allow or deny domain registrations depending on their personal whims. Later, their policy was revised domain names that contained seven dirty words as substrings, shit piss fuck hahahaha cocksucker motherfucker and tits, with occasional exceptions made depending on their personal whims. (And yes, fuck is a subset of motherfucker - so it was really six words; I gather they were parroting some earlier FCC guidelines, and the list became famous with a George Carlin routine making fun of it). Then in mid '99, when NetSol lost their monopoly and other registrars opened up, several registrars (particularly those in non-English-speaking countries) allowed registration of any words. That's when tits.com was registered.
