Ratings doesn't prevent a kid from renting or buying a game. As a parent I am responsible for my kid, BUT if my kid can going into store and buy the game without my permission that not my fault. I remember back in the 70's and being 10 and 11 can buying Cheech and Chong, Richard Pryor and George Carlin albums. The clerk just sold them too me didn't ask if I had permission or come back with an adult.
