Cultural generalizations are common (Ukrainians being called russians), and most of the time it is due to (anthropological) ignorance on the part of the comment maker.
I do find it amusing when countries/cultures less than a few hundred years old (usa) try to impart moral and social authority on countries/cultures which have thousands of years of history (Persia, Iran, Europe) - this is the ultimate in audacity.
