that is a practice some people use yes... although this traffic is not from deleted pages etc using the "bait and switch" formula...
as for your statement in regards to you not seeing a well managed site have so much 404.. its not creating 404 from broken pages etc... a good % of the 404 i see from my end is actual user interaction to create the 404..
ie he is at
www.website.com/pornpage1 and he edits the url after he has seen it to goto
www.website.com/pornpage2 etc etc..
if you are intrested in doing something with it i have no problem showing server logs so you can see the referal pattern etc where this traffic is coming from and so forth..
