Because...
1) There's a limited amount of transfer and load a single server can handle. If we don't know approximately how much of the server an account is going to use, we can't effectively gauge how many accounts to put on a single server before it becomes overloaded.
I could easily tell everybody to just do what they want and I'll bill them at the end. And then everyone will go nuts, the servers will get overloaded, and everyone will be unhappy about how slow their sites are moving.
2) If I say, use what you want and pay me later, what's to stop anyone from running a spam campaign or setting up bots and whatnot that would tear through a terrabyte of bandwidth and then disappearing, leaving me holding the bandwidth bill?
I'm taking a big enough risk giving away a month free. To give someone unlimited bandwidth for that would be insane.
