This is something thats just political in motivation. Its always been the law, its just that the opposition to the goverment want to bring in a more tolerant view, instead of "reasonable force" they want something like "not excessive force"
So where as now you can use whatever is reasonable, in other words it is reasonable is someone is threatening your life to kill them, but not reasonable if someone is leaving your house with no intent on hurting you, to beat them to a pulp. The opposition want the law more on the side of the home owner.
So if they are in your house, the fact that they are there means that they pose a risk. so giving them a goot beating, would not be "excesive force" so would be ok.
It's all political bollocks to gain popularity at the soon comming election (probably May) which is a for gone conclusion anyway. (Labour and Tony Blair will win again with a large majority)
