USC 2257 has no meaning outside the US and no card company can enforce the law of one country within the jurisdiction of another.

However, if the server is in the US it would be normal for the terms of that server contract to be covered under US law (even tho the operators resided in another country) and, if the operators then used a processing via an EU processor, - that is all open to speculation :-) But on most EU processor websites, there is no mention of 2257 compliance - it's a law that does not "normally" apply.

If the server or processing is not based in the US - it's clean cut and 2257 cannot be enforced or requested. Tho shell processors like iBillEU and CCBillEU may still request this as part of their terms and conditions - simply because they are shell processors and biz appears to be conducted in the US.
