This is an inevitable issue (true or not).
If a country has a 'social safety net' which relies on earnest participation of its citizens, where does it draw the line?
If a job opportunity is legal, and available, should a 'welfare' recipient 'do their part'. What are grounds for passing on a job? Religious? Moral? Personal dislike?
Separating 'porn' (legal adult entertainment) and other subjectively unappealing (to some) 'jobs' from clearly enforcable work opportunities becomes a social nightmare.
RE: risks -- every trade has its risks and a set of safety standards (if not, complete organizations) to minimize it. The janitor who gets an infection from cleaning up and the 'sex trade' worker who gets an 'industry-related' disease should not have different avenues of recourse.
This is a very important issue and it's not going to go away.
