Clarification: Selling Adult DVDs in Canada Requires Purchase of "Sex Stickers"

I just wanted to clarify a point raised in the table of Ontario film classification and licensing fees that I posted earlier.

A couple of people have asked if the rules in Ontario require the company producing and selling the DVDs to be licensed as distributors. According to unofficial discussions with representatives of the Ontario Film Review Board (OFRB), if the same company is making and selling the material (e.g., direct sales over the Internet) then the company has to be licensed as both a film exchange-distributor and a film exchange-retailer. As the film exchange-distributor, it has to bulk purchase the "sex stickers" and keep an inventory of them. As the film exchange-retailer, it has to apply each sticker to the DVDs.
