Actually here in Russia poor doesn't mean not educated. Everyone in Russia
MUST to complete at least 8-year school. And almost all schools have an imperative English course. Actually Russian education system is still very strong. That's why the States were using Russian rockets to send their astronauts and cargos to the orbit during all past year
BTW, the meaning of "poor" in Russia differs depending the region. For example, you will be considered a poor man is your income is about $100 and you are living in some small Siberian village. However the person earning $300-$500 a month is also considered poor in Moscow or St. Petersburg. So the income rate in big Russian cities is rather high. Also don't forget that about 20% of all Russians are living in 2 cities only: Moscow and St. Petersburg. I don't even count other big cities... So make your conclusion.
