The Executive...the Congress...and the Judicial branches of the US Government always make decisions...based upon what they perceive is in the best interests of the country...because no single branch can act otherwise.
All three branches being composed of human beings...certainly means that they are not infallible...and/or inerrant...in their perceptions/decisions.
The USA is still by far...the richest most militarily powerful nation the history of the world has ever known...and will remain that way...for at the least...your lifetime.
