Have spends 2 hours trying to find something about this and just found the following about the 1998 shooting on Capitol Hill:

Problem is once the investigation establishes a motive, the investigating agency could change. But ultimately, being federal property, it would be the Capitol PD and the SS. If it was domestic or foriegn terrorism the FBI would get in it. If it was some homeless cat with a gun, DCPD would get in it... You know what I mean though. Glad we could help!
