Oh, as to what happens when you go over.
If you have your own merchant account, you are charged for each and every CDC you incur, different banks have different fees, some as little as $10 per chargeback and some as high as $25 per chargeback. If you are on an IPSP, I believe that most of them will eat the fees as part of the % they charge you to process your transactions, up to a point at least.
If you get into fine trouble, it's generally $100 per chargeback at that point.
Mastercard, in its infinite wisdom, reserves the right to count your credits against you for fine purposes, if they determine that you are issuing credits solely to avoid chargebacks.
Whether you win or lose a chargeback really doesn't matter as far as the card associations are concerned, the fact that one was initiated is what counts.
