I have 1mbit right here for $999 pesos. You can get 2mbit but the price is stupid at $4,500 MX.

One thing about rentals down here, you may live on the main street right down town and CANNOT get a phone. This studio has a phone line already. You can get DSL no problem or 56k dialup if you want.
